The UAE is one of the few places within a seven-hour flight of Europe where the sun reliably shines from November to February at 22-31°C, with a sea you can actually swim in. This guide compares the four winter months region by region, so we can show where to base yourself for each month, what the water feels like and what to put in the suitcase. All prices are approximately figures as of 2026 and move with demand, so treat them as a planning guide.
For the official weather record, the UAE National Center of Meteorology publishes forecasts and observations at ncm.gov.ae.
Month-by-Month Comparison: November to February
| Month | Dubai / Abu Dhabi day | Night | Gulf sea | Gulf of Oman sea | Best resort base |
|---|---|---|---|---|---|
| November | 29-31°C | 21-23°C | approx. 27°C | approx. 27°C | Dubai (Palm Jumeirah or JBR) |
| December | 24-26°C | 16-18°C | approx. 23°C | approx. 24°C | Fujairah or Khor Fakkan |
| January | 24-25°C | 14-16°C | approx. 21°C | approx. 22°C | Dubai or Abu Dhabi (heated pools) |
| February | 25-27°C | 15-17°C | approx. 21°C | approx. 22°C | Ras Al Khaimah or Dubai |
Temperatures are long-run averages; individual days swing a few degrees either way. Humidity is far lower than in summer, so 25°C feels gentler than the number suggests, and the sun is strong enough to burn from 10:00 to 15:00 in every month.
November: The Warmest Water
November is the hinge month. Days are still around 29-31°C, the sea holds approximately 27°C and the heavy summer humidity has gone. It is the best month for pure beach holidays, and hotels have not yet moved into peak December pricing, with rates in Dubai from approximately AED 450-800 per night at four-star level as of 2026. Base yourself on Palm Jumeirah or JBR for the widest choice of beach clubs. Read the UAE in November guide for the event calendar, including the Abu Dhabi Grand Prix weekend on 4-6 December, when Yas Island fills quickly.
December: Peak Season
Daytime drops to 24-26°C and evenings need a light layer, but the sea is still around 23°C, which most visitors find fine for swimming. The Gulf of Oman coast at Fujairah and Khor Fakkan is typically 1-2°C warmer and sheltered by the Hajar Mountains, which makes it our pick for beach time this month. Prices peak from about 20 December to 5 January; see UAE in December, Christmas in Dubai and the New Year’s Eve guide before booking. Our companion ranking, the warmest place in the UAE in December, shows region by region where the extra degrees are.
January: Coolest and Driest
January is the coolest month, with days of 24-25°C and desert or mountain nights down to approximately 10-13°C. The sea falls to around 21°C, so swimming becomes a hotel-pool activity for most people. It is the best month for hiking Jebel Jais, desert camps in Liwa and city sightseeing with no heat stress. Dubai Shopping Festival typically runs through much of the month. Details are in UAE in January.
February: The Sweet Spot
February warms back to 25-27°C with the sea at around 21-22°C. Crowds thin after the January peak and hotel rates ease, while the sun is noticeably stronger at the beach. It suits travellers who want sunbathing without the November price tag. See UAE in February.

| Ras Al Khaimah | 23-25°C | 12-14°C | Resort beaches plus Jebel Jais, 1,934 m |
| Fujairah / Khor Fakkan | 25-27°C | 15-17°C | Warmest east-coast water, snorkelling |
| Al Ain / Liwa | 24-26°C | 8-12°C | Cool dry nights, desert camps |
Best Resort Base by Priority
For swimming above all: Fujairah or Khor Fakkan in December, Dubai or Abu Dhabi in November. The Fujairah guide covers the east-coast beaches and Snoopy Island snorkelling.
For a mix of beach and city: Dubai. Marina and JBR give walkable beaches, and the Dubai guide covers districts. Mid-range stays are typically AED 500-900 per night outside peak weeks as of 2026; compare hotels in Dubai.
For quiet and value: Ras Al Khaimah, where beach resorts on Al Marjan Island typically undercut Dubai by 20-40% as of 2026; compare hotels in Ras Al Khaimah. See the Ras Al Khaimah guide.
For culture plus sun: Abu Dhabi, with Louvre Abu Dhabi, the Sheikh Zayed Grand Mosque and Saadiyat Beach. See the Abu Dhabi guide.
Flights and Timing
Flights from the UK and Europe are typically cheapest in mid-January to February and in the first three weeks of November, and dearest in the fortnight around Christmas. Booking 2-3 months out usually beats last-minute fares; track prices through Aviasales. Flight time from London is approximately 7 hours, and the time difference is +4 hours in winter. Most Western visitors get a visa on arrival; check our UAE visa guide before travel.
What to Pack for UAE Winter Sun
- November: summer clothing, swimwear, hat, SPF 50. A thin layer for over-air-conditioned malls.
- December and January: light cotton days, a sweater or light jacket for evenings of 14-18°C, and a proper jacket if you plan desert camping or Jebel Jais, where nights can fall close to 10°C or lower on the summit.
- February: the November list plus an evening layer.
- All months: modest clothing that covers shoulders and knees for malls, mosques and public areas, and a cover-up for the walk from beach to street. See UAE dress code and our full UAE packing list.

Winter Sun Checklist
- Pick your month for the sea: November for 27°C water, December for the best overall balance.
- Book Christmas and New Year hotels by September; other weeks 6-8 weeks out.
- Choose a base with a heated pool for January and February.
- Pack SPF and an evening layer in every month.
- Check UAE travel insurance and an eSIM before departure.
The UAE rewards a flexible traveller. Arrive in November for swimming, mid-December for atmosphere or February for value, and in every case the weather will cooperate more reliably than at most winter destinations.
Budget Notes by Month
Winter is the UAE’s high season, so planning by price matters as much as by temperature. As of 2026, the cheapest weeks are typically the first three weeks of November and the second half of February. Mid-December before the 20th sits in the middle, and 20 December to 5 January is the most expensive stretch of the year. Beach clubs charge day-bed minimum spends of approximately AED 150-400 per person in peak weeks, while public beaches such as JBR and Kite Beach are free. Desert safaris with dinner start from approximately AED 150-250 per person in shared groups, and private experiences cost several times more. A modest daily budget for food and transport, using the metro and casual restaurants, is approximately AED 250-400 per person, excluding the hotel.
