The trade-off is cost — this is not a budget destination by any measure.

Dubai is the obvious anchor, with a mature coworking scene across JLT, DIFC, and Downtown. Abu Dhabi is quieter and marginally cheaper on rent and desk fees, with good infrastructure around Al Maryah Island and the ADGM financial district. The UAE time zone (UTC+4, no daylight saving) overlaps comfortably with European afternoon meetings — typically 4–6 hours of synchronous time with UK and Central European teams.

Virtual Working Programme

The UAE's dedicated remote worker visa grants 1 year of residence without requiring a UAE employer. Requirements: minimum income of USD 3,500/month (approximately AED 12,850) for remote employees, 6 months of bank statements, valid international health insurance. Government fees: AED 1,535 as of 2026 — all-in cost including medical, Emirates ID, and processing runs approximately AED 4,600–8,000. Apply via the GDRFA Dubai portal or Invest in Dubai. Renewable annually on the same terms.

Freelance Licence (Free Zone)

For freelancers who want to invoice UAE clients legally, a free zone freelance permit is the route. RAKEZ (Ras Al Khaimah) is the cheapest starting point — permit from approximately AED 6,100, with full first-year costs (visa, medical, Emirates ID, insurance) around AED 12,000–15,000. Abu Dhabi's ADDED licence starts at AED 1,200 for up to 6 activities but has a high income threshold. The UAE Green Visa for Freelancers (5-year self-sponsored) requires AED 360,000/year income — a high bar that rules out most early-stage freelancers.

SIM Cards

Two carriers operate in the UAE: e& (formerly Etisalat) and du. Both have 5G and 4G LTE coverage across Dubai and Abu Dhabi. Tourist SIMs are available on arrival at Dubai International and Abu Dhabi airports — you need your passport. e& Visitor Line: AED 49–125 for 28 days (4–8 GB data). du Tourist plans: AED 49–189 for 28 days (2–20 GB). eSIM options (Airalo, Holafly) work in the UAE if your device supports them. For stays over a month on the Virtual Working Programme visa, a monthly postpaid plan with Emirates ID offers significantly better data-to-cost ratios.

All coworking spaces use fibre; expect 100–500 Mbps download in practice.
