Dubai has expanded eligibility for its freelance permit programme to include a significantly broader range of technology, media, and creative professions, effective from 1 July 2026. The change means that independent workers in fields such as software development, UX design, content creation, digital marketing, video production, and data analytics can now apply directly through Dubai’s Free Zone authorities without needing a sponsoring employer.

What Changed

Previously, the freelance permit was primarily available through specific Free Zones — Dubai Media City, Dubai Internet City, and Dubai Design District — with eligibility limited to professionals in media, arts, and communications. The July 2026 revision broadens the categories to 87 recognised professions, adding significant depth in the technology sector including cybersecurity consultants, AI engineers, blockchain developers, and app developers.

The revised list also includes expanded categories for e-commerce, education technology, and healthcare consulting — reflecting demand from remote workers who relocated to Dubai during and after the pandemic and have been seeking a longer-term permit route.

How the Permit Works

The Dubai freelance permit is not a tourist visa extension — it is a separate legal authorisation to operate as a self-employed professional within the UAE. Holders can open a UAE bank account, sign contracts under their own name, invoice clients internationally, and sponsor a dependent visa for a spouse or child.

Permits are issued for one or two years and are renewable. The application is handled through the relevant Free Zone authority, not the federal visa system. Typical costs for a two-year permit run between AED 15,000 and AED 22,000 depending on the Free Zone, covering registration fees, the permit itself, and a mandatory UAE health card.

Who This Is Aimed At

The expansion targets independent contractors and remote workers who want a permanent legal base in the UAE rather than cycling through 30- or 90-day tourist visa extensions. With the UAE’s golden visa now available for high-income freelancers, the regular freelance permit fills the gap for professionals earning enough to sustain themselves but below the golden visa salary threshold.
